El Comercio is published in Lima, Peru, and as I read the September 1st edition, I particularly noticed the headline on the lead editorial. Translated, it read: "Passing Laws About Delinquency Is Not Enough."
Passing laws is definitely not enough. I do like the "legislate the world" metaphor, but legislation is not self-executing. It's like a doctor's prescription: a written-down statement of what we think we ought to do.
Then we have to follow the prescription!
