The "ship of state" metaphor has always been attractive to me. If you click the link, you can see what I wrote about it in April, 2010.
Obviously, changing course is particularly advisable if you are headed for the rocks (or are going over the falls).
That would be my diagnosis. It's time to start steering the ship ourselves.
